I just submitted a letter to the Register-Guard about J.H. Baxter: As reported in the RG – front page: The Oregon Department of Environmental Quality issued a $223,440 pollution penalty March 3, 2021 to J.H. Baxter. The company repeatedly violated their hazardous waste and water quality permits at its wood preserving facility in Eugene.
Baxter improperly treated about 1.7 million gallons of hazardous waste without a DEQ permit over a five-year period.
DEQ is also fining Baxter for allowing untreated storm water and contaminated water to overflow into a ditch leading to Amazon Creek, which connects to the Willamette River, in spring of 2019.
J.H. Baxter has had EIGHTEEN enforcement violations from 1993-2020 with penalties from $0 to $25,000 for a TOTAL of $59,216. The DEQ considers this company to be a frequent and intentional pollution permit violator. The latest penalty is the largest fine to date. We MUST support our agencies to make sure they don’t reduce Baxter’s penalty if the company tries to appeal the fines. They MUST take this seriously and clean up their operation!
